Piloting committee

The GSEF2023 Dakar Steering Committee was created by order n°024702 of September 7, 2022. It is chaired by the Minister of Microfinance and Social Economy.

Article 1 :

A steering committee has been set up for the preparation and organization of the World Forum on the Social Solidarity Economy (GSEF 2023), scheduled to take place in Dakar from ^{1 st} to 6 May 2023.

Article 2 :

The Steering Committee is responsible for :

set the strategic direction of the forum;
Coordinate the participation of National Institutions and, in relation with the stakeholders, participate in the mobilization of human, financial and logistical resources necessary for the proper conduct of activities;
Supervise and validate the work of the Organizing Committee and the Scientific Committee;
ensure the quality of Senegal's participation;
promote the forum at the national and international level.

Article 3 :

The members of the Steering Committee are:

a representative of the Presidency of the Republic ;
a representative of the Ministry of the Armed Forces;
a representative of the Ministry of Finance and Budget;
a representative of the Ministry of Foreign Affairs and Senegalese Abroad;
a representative of the Ministry of the Interior;
a representative of the Ministry of Infrastructure, Land Transport and Opening-up ;
a representative of the Ministry of Economy, Planning and Cooperation ;
a representative of the Ministry of Health and Social Action ;
A representative of the Ministry of Women, Family, Gender and Child Protection;
a representative of the Ministry of Mines and Geology ;
a representative of the Ministry of Agriculture and Rural Equipment;
a representative of the Ministry of Tourism and Air Transport;
a representative of the Ministry of Territorial Collectivities, Development and Planning;
a representative of the Ministry of Higher Education, Research and Innovation ;
a representative of the Ministry of Petroleum and Energy ;
a representative of the Department of Community Development, Social and Territorial Equity ;
a representative of the Ministry of Industrial Development and Small and Medium Industries ;
a representative of the Ministry of Fisheries and Maritime Economy;
a representative of the Ministry of Labour, Social Dialogue and Relations with Institutions ;
a representative of the Ministry of the Environment and Sustainable Development;
a representative of the Ministry of Sports ;
a representative of the Ministry of Urban Planning, Housing and Public Hygiene ;
a representative of the Ministry of Commerce and Small and Medium-sized Enterprises;

a representative of the Ministry of Employment, Vocational Training and Integration;
a representative of the Ministry of Handicrafts and Transformation of the Informal Sector;
a representative of the Ministry of Digital Economy and Telecommunications ;
Six representatives of the City of Dakar;
two representatives of the Association of Mayors of Senegal;
a representative of the Network of Actors and Local Authorities for the Social and Solidarity Economy (RACTES);
a representative of the Platform of Non-State Actors;
three representatives of the employers' association of senegal ;
three representatives of social enterprise organizations;
three representatives of organizations of cooperative and mutual societies;
three representatives of enterprising and responsible associations;
two representatives of the National Youth Council;
two representatives of the National Women's Advisory Committee;
two representatives of the National Women's Advisory Committee;
two representatives of the National Federation of Women's Promotion Groups.

Article 4 :

In addition to the above-mentioned administrations and organizations, the Chairman of the Steering Committee may co-opt any other person whose expertise is deemed useful.

Article 5:

The Steering Committee of the World Forum on Social Solidarity Economy is chaired by the Minister of Microfinance and Social Solidarity Economy or his representative.

The Secretariat of the Committee is provided by the City of Dakar.

The Steering Committee of the World Forum on the Social Solidarity Economy includes the following technical committees

Article 7 :

The Steering Committee of the World Forum on the Social Solidarity Economy meets in ordinary session once a month, convened by its President. Special sessions may be called by the President, as needed.

Article 8 :

The Secretary General of the Ministry of Microfinance and Social Solidarity Economy and the Secretary General of the City of Dakar are responsible, each in his or her own area of responsibility, for the execution of this order, which will be published wherever necessary.
